Construction work to resume on Lebanon Church Road

The project will continue through next summer.

Construction will resume on Lebanon Church Road starting today, according to West Mifflin Borough.

The Lebanon Church Road Improvement Project — extending through West Mifflin, Pleasant Hills, Baldwin and South Park — started last year. The project, which involves widening, resurfacing and signal upgrades, goes down to one lane in several locations.

PennDOT estimates it to be a $19 million project. It started in January 2025 and extends from Ceco Drive to the intersection of Broughton Road.

Assistant construction engineer Paul Manyisha told the Mon Valley Independent last year there will be widening of several center left turn lanes as well as milling and paving on the ramps and getting rid of the medians.

On April 28, 2025, eastbound and westbound traffic was reduced to one lane and lane widths shrank to 10 feet. Traffic was shifted from Ceco Drive through the interchange with Route 51.

The project is expected to be completed in the summer of 2027 by Golden Triangle Construction.

Phase 1 consisted of drainage work as well as getting rid of the median. Phase 2 occurred with milling and moving traffic lanes, Phase 2B is more of the milling near Route 51, Phase 3 covers all the areas on the road they didn’t cover and Phase 4 will be updating the medians, traffic signals and paving.

“We’re maintaining driveway access and then in the winter time, we will have no long term restrictions,” Manyisha said. “There’s a lot of work being done, a lot of coordination that is being done to make sure we get all of this done correctly while we try to reduce the impact. All the traffic phasing was seriously thought out.”

A release from the borough states that traffic from Ceco Drive to Route 51 will be reduced to one lane in each direction and shifted onto the eastbound lanes.

From Route 51 to Arbor Lane, traffic will also be reduced to a single lane in each direction and shifted to the outside of the roadway.

There will be a detour put in place preventing left turns from Green Drive onto westbound Lebanon Church Road, and all traffic from Green Drive will be forced to make a right turn onto the road eastbound.

PennDOT press officer Steve Cowan explained the timeline for this part of construction.

From today through mid-April, long-term, single-lane closures will occur on Curry Hollow Road in both directions between Arbor Lane and Brownsville Road. The closure will be for the installation of new traffic signals.

Long-term, single-lane closures will occur on Curry Hollow Road in both directions between Clairton Boulevard and Arbor Lane. Work will consist of storm drainage and concrete base repairs from today through late May.

During the same time, longterm single-lane closures will occur on Lebanon Church Road from Ceco Drive to Clairton Boulevard.

Bi-directional traffic will be maintained in the eastbound lanes while construction is being performed.

“This is to work on drainage, curbing and structural walls,” Cowan said.

From late May to mid-September, single-lane closures will occur from Ceco Drive to Arbor Lane. Bi-directional traffic will be maintained in westbound lanes while construction is being performed.

This is to work on waterlines, storm drainage, concrete curbs, concrete road base, driveway adjustments, asphalt pavement and traffic signal foundations, according to Cowan.

From mid-September to early December, single lane closures will occur from Clairton Boulevard to Arbor Lane, which will include roadway widening, concrete curbs, concrete road base, and drainage.
