Moratoriums proposed on Charleroi hiring and spending

Charleroi Council President Frank Paterra plans to bring up to potential moratoriums at this week’s budget meeting that he hopes will set a new council up for success when it takes office in January. On Monday, Paterra alerted the Mon Valley Independent of two discussion items that he asked to have put on Wednesday’s agenda — one for a moratorium on spending and another on hiring until new council members take office.
