Cal U files lawsuit over parking garage

California University of Pennsylvania has filed suit against the contractor that built a $10.5 million parking garage that has been closed for two years due to structural deficiencies.

The Vulcan Garage, completed by Manheim Corp. in 2010, has been closed since August 2016 when a 20-foot-long piece of concrete suddenly fell on student move-in day, according to the complaint.
