PennDOT approval still awaited for local subdivision
The developer of the Willowbrook project received an extension until Aug. 3
In early June, Rostraver Township gave Framer Inc./ Willowbrook Land LP an extension until Aug. 3 to complete a contingency with PennDOT to get approval for final subdivision Phase 1 of the Willowbrook Planned Residential Development.
Planner Stephen Victor of Victor-Wetzel Associates, who did the designs for the project, presented the development plans in 2021 to the township commissioners.
The 72-acre site would include 68 single-family homes and 86 duplex units, also known as carriage houses, on 43 lots and will be adjacent to Willowbrook Golf Course.
Victor-Wetzel Associates is also designing residential development Rolling Green Farm with Scarmazzi Homes, which is also in the process of being built through the township.
Tamira Spedaliere, the township’s planner, said the development has not received approval from PennDOT yet for the build – resulting in the extension.
“I know they have been working on it for over a year now and I am not sure what PennDOT is waiting to receive from them,” Spedaliere said. “They are just waiting on that and once they get that approval from us, then they’ll have everything they need.
“We want to make sure they get that in on time. I have offered them to give me information for PennDOT and have me inquire, but they haven’t reciprocated and given me the data of where they are on that, so they are handling it on their own right now.”
The other half of Victor-Wetzel Associates, Michael Wetzel, said they got their Highway Occupancy Permits (HOPs) and believed all permits have been received on the project.
According to Assistant District Executive for Maintenance at PennDOT Robb Dean, the Willowbrook Land LP was conditionally approved by PennDOT in May.
As of June 25, Spedaliere still did not hear anything from the developer, and has not received anything.
