Rostraver officials hear plans for new residential development project

Michael Wetzel of Victor-Wetzel Associates and Paul Scarmazzi of Scarmazzi Homes met with Rostraver commissioners Wednesday to discuss the possible preliminary phases of a Courtyards/Rolling Hills Farms Planned Residential Development (PRD) project.
Commissioners present were Vice Chairman Devin DeRienzo, Gary N. Beck, Sr. and Justin Kosanko. Township Planner Tamira Spedaliere, township Manager/Finance Director, Jeffrey Keffer and the township’s engineer Carl DeiCas were also present at the workshop meeting.
The 40 acre, 165 total unit project would connect with Rolling Hill Farm Drive in West Newton to add 49 single family homes, 18 duplexes and 48 multi-family townhomes and fourplex units, according to Wetzel.
This would be the first of Scarmazzi Homes in Westmoreland County – with an estimated cost for fourplex homes being around $450,000 and $550,000 for single family homes. They are not sure of the exact costs just yet, and nothing has been voted on since it is in the preliminary phase.
“We are also doing this as three phases, but we’ll have a new access point off of Budds Ferry Road,” Wetzel said. “This will then take Rolling Hill Farm, connect it back up to where the existing road is through here to be able to complete the loop and exit out onto Vernon Drive.”
This is a new layout of the 2005 project laid out to extend that neighborhood. It will include cul de sacs, sanitary sewage and draining, a pickleball court, a pond, a clubhouse and Homeowners Association maintenance for grass, leaves and snow on driveways.
