Auditor: Monessen line usage fees improperly transferred in years past

Auditors told Monessen council Thursday night that transfers made from the city’s line usage fund in 2015, 2106 and 2021 were made improperly and without the approval of council.
When Monessen council members heard the 2021 audit report last summer, they learned that roughly $450,000 had been improperly borrowed from the line usage fund and would need to be paid back.
For a new administration that started 2022 hearing that only $9,000 existed to meet the first $70,000 payroll of the year, getting a bill of that size was daunting.
