Cecil Henry Tartt Jr. was born on January 20, 1942. He was the proud son of the late Cecil Henry Tartt and Leola Ellis Tartt. Cecil was a graduate of Donora High School and worked for US Steel National Tubes Mckeesport as first helper on the glass furnace. He had a love for horses and was truly a cowboy at heart.
