Authority to assist Charleroi with sewer line maintenance costs

In a move Charleroi officials claim is way overdue, the Authority of the Borough of Charleroi will soon help the borough financially with the maintenance of sewer lines.
On Wednesday, council unanimously approved a resolution to enter into an intergovernmental co-operative agreement with ABC for line maintenance purposes.
The Authority of the Borough of Charleroi was created by the borough in 1938 in accordance with the original Pennsylvania Municipal authority Act of 1935 to review the possibility of promoting a municipal recreation center.
The authority was unable to build the recreation center because the land it was intended to be built on was deemed industrial, but the authority was not legislated out of existence. In early 1942, the authority was reorganized when an opportunity to buy the water system owned and operated by Tri-Cities Water Company became available.
In 1965, the boroughs of Charleroi, North Charleroi, Speers and Dunlevy commissioned the authority to arrange the financing of wastewater treatment facilities to serve those communities.
The authority now also serves Fallowfield Township and Twilight.
Charleroi’s sewer lines — and most lines running throughout other communities – are owned by their respective municipality.
Those municipalities are also responsible for paying to maintain the lines.
