Innamorato launches survey for new Allegheny County comprehensive plan

The survey, which residents can find online, focuses on nine themes for the county’s future.

Allegheny County Executive Sara Innamorato has announced the public engagement launch of Allegheny Forward, a countywide comprehensive plan that aims to guide growth, investment and development across the county.

It includes the opening of a survey that will allow anyone throughout the county to provide feedback on the comprehensive plan.

“Allegheny Forward, our comprehensive plan for the county, is an opportunity to take a coordinated, countywide approach to the economic development challenges and opportunities that lie ahead,” Innamorato said. “By engaging residents, municipalities, and stakeholders, we can shape a future that reflects the values, priorities, and aspirations of everyone who calls Allegheny County home.”

The survey can be found at https://engagement.alleghenycounty. us/allegheny- forward. As of press time, the survey had received 348 responses.

The questions on the survey revolve around the nine themes the comprehensive plan aims to focus on — regional leadership and collaboration, infrastructure and resilience, housing and neighborhoods, parks and recreation, jobs and economic mobility, equity and quality of life, population change, transportation and culture.

According to Innamorato, throughout the end of 2025 and 2026, residents and community organizations will be invited to participate in public meetings, working groups, surveys and other online engagement opportunities and events across Allegheny County.

“Engagement and collaboration are central to building a shared roadmap for Allegheny County’s future. Partnerships are essential to turning vision into action and ensuring this plan endures beyond any single investment, policy decision, or staff transition,” said Lauren Connelly, director of Allegheny County Economic Development. “By coming together across geographies, sectors, and communities, we can plan for the next 25 years of inclusive and sustainable growth and collectively move Allegheny County forward.”

The county is also working on developing a comprehensive plan specific to the Mon Valley. In October, state Sen. Nick Pisciottano and Innamorato announced “Mon Valley Forward: An Economic Development Strategy.”

Mon Valley Forward will also aid the Allegheny Forward plan.

“The Mon Valley is often discussed in terms of its past,” Pisciottano said in his October announcement. “This plan is about building a future driven by collaboration, data, and the voices of the people who live here. Together with Allegheny County and our local partners, we are setting the stage for long-term, sustainable revitalization.”

According to the Allegheny County website, the Allegheny Forward plan is in its second phase, which is focusing on identifying key issues and officially launching the plan. Implementation is expected to begin in late fall and winter of 2026.
