Rostraver OKs land use plan for Dunkin’ Donuts
It will be built across the street from the current Dunkin’ location.
Rostraver Township commissioners approved a land use plan Monday for a new Dunkin’ Donuts location in the township.
The board unanimously approved the development plan for Heartland Restaurant Group to build a new Dunkin’ location. Representatives of the company gave a presentation at the commissioners’ work session last month.
“Everybody’s excited because it’s going to be across the street,” said board President Jeffrey Johnson. “Everybody’s in agreement because that one there is small, so there will be nice room for the new one.”
The township’s current Dunkin’ Donuts is attached to a BP gas station and a Dairy Queen. The new building will be across the street from the existing location.
The Westmoreland County Airport Authority, which manages Rostraver Airport, approved a $355,000 purchase agreement with Dunkin’ last year. The property is an empty lot located by the park and ride at the entrance to the airport off Route 51.
Heartland and the board have stated that the new location is expected to be larger and will be able to handle heavier traffic. Dan Orie, vice president of Heartland Restaurant Group, previously told the Mon Valley Independent that they have not made a final decision on whether they will close the other location.
Orie previously stated that once the township made its final approvals, it would potentially begin construction on the site after four weeks. Orie added that they would expect construction to be completed in 12 weeks after it begins.
The donut chain provides pastries, assorted types of coffee, frozen drinks and breakfast sandwiches.
A new Coen Market is being built at 4315 State Route 51, which is on the corner of Route 51 and Concord Lane in the township. Commissioner Justin Kosanko has expressed excitement about Coen Market as well.
The gas station chain started in the Pittsburgh area and now has numerous locations in Ohio, Pennsylvania and West Virginia. Its stores typically offer freshly cooked food, snacks, coffee and more.
The Coen Market has been an ongoing process since last year for the township. Commissioners said they aren’t sure on an exact date for the completion of the Coen Market, but it could be sometime next year.
In other business:
• The board voted to maintain garbage fees at the same rate for 2026. Regular residents will pay $230 per year, while seniors can pay at a reduced rate of $210. If paid from April 1 to June 30, the rate will increase to $250 ($220 for seniors). Through Sept. 30, rates rise to $275 and $230 for senior residents. Payments made Oct. 1 or later will be $325.
• Rostraver Police Department will have its Santa Cop Fundraiser from noon to closing Dec. 1 at Foster House II, located on One Cook Road in Belle Vernon.
• The board approved to co-sponsor with the Rostraver Lions Club the annual Rostraver Township Christmas Celebration, which will be held at 6 p.m. Dec. 7 at the township municipal complex.
