• Tafari Nmn Ryan, 30, of Belle Vernon was charged with manufacture, delivery or possession, two counts of DUI, intentional possession of a controlled substance by a person not registered, use/ possession of drug paraphernalia, obstruction of administration of law or other government, resisting arrest, tampering with/fabricating evidence and two counts of disorderly conduct stemming from an alleged traffic incident Sunday, court records state. A preliminary hearing before Magisterial District Judge Mark Wilson is scheduled for 9:30 a.m. Nov. 19, and Ryan is being held in Washington County Prison unable to post a $50,000 bail.
