Donora council discussed clarifying borough sewer line policy Thursday, debating where pipes become the borough’s responsibility and where they become a homeowner’s responsibility.

Councilwoman Cindy Brice said a recent incident raised questions about whether homeowner responsibility for sewer lines extends to mainlines, which often run beneath the middle of a road, or ends at property lines.

“We had a sewage problem and somehow everybody’s not on the same page as to what a customer or resident is responsible for,” Brice said. “I think we need to get the ordinance that covers that and we need to clarify.”
