Pa. welcomes new fiscal year without budget

Pennsylvania will begin its new fiscal year today without full spending authority in place. On Friday, Republicans who control Pennsylvania’s Senate passed spending legislation hours ahead of the start of a new fiscal year, but after failing to come to an agreement with the Democratic-controlled House of Representatives, it has not reached the Gov. Josh Shapiro’s desk for final approval.
