Monessen rec board’s lack of contact with council causes issues

They say the only things certain in life are death and taxes, but in Monessen there’s one other certainty — where there is a recreation board, there will likely be issues. Recreation Director Julian Naphier attended this week’s council meeting to request approval for open gym time at the Civic Center, which he had begun offering but hadn’t cleared with council.
