Monessen may offer garbage bill amnesty

Monessen council hopes to work with Portnoff Law Associates, the city’s delinquent garbage bill collector, on an amnesty program to discount some residents’ pretty hefty bills. “Portnoff is a debt collector and they are an aggressive debt collector,” Mayor Ron Mozer said.
