Brewster to introduce ‘duty to assist’ bill

After learning that prosecutors in the case of a man accused of raping a woman on a commuter train in Philadelphia don’t anticipate charging fellow passengers for not intervening, state Sen. Jim Brewster has announced his intention to create a “duty to assist.”
