Tom Rapp was appointed chairman and Ken Hillman was elected vice chairman as Carroll Township supervisors held their reorganization meeting Monday morning.

Hillman was nominated by fellow supervisor Gary Lenzi, who pointed out Hillman’s experience as a professional engineer. Hillman served on the Carroll Township Sewage Authority board for 10 years before he was selected to fill the seat left vacant when James “Don” Harrison died in January 2020.

“He’s really knowledgeable,” Lenzi said of Hillman.

Rapp, 81, has served as a township supervisor since 1985 and said he’s lost track of how long he’s been chairman.

“We try to do what’s right for the people,” he said. “Taxes have always been low.”

Lenzi will also remain a supervisor, David Barkey will remain foreman of the township’s road crew, Sharon Cramer will remain the township’s secretary and treasurer, Herman Bigi will remain township solicitor and Paul Brand will remain police chief.
