Charleroi to hire borough manager

For the first time in six years, Charleroi will soon have a new borough manager. 

Council has talked about bringing back the position for several months. After a recommendation from the state through the  Strategic Management Planning Program and an auditor, council has taken the steps to move forward with the process. 

The borough eliminated the position in 2014.

Formerly known as the Early Intervention Program, the program is now called the Strategic Management Planning Program. It helps communities develop comprehensive multi-year financial plans and establish short- and long-term financial objectives.

Charleroi agreed to enter into the program in 2018, and last year made progress developing a comprehensive plan that included the creation of a borough manager position.

Council President Mark Alterici said the new position will not impact current office staff, including the borough administrator and a part-time secretary. 

Last week, council voted to advertise for the position, with Frank Paterra casting the only no vote. 

“I don’t believe we need a borough manager,” Paterra said. “We have a borough administrator and we all have our individual jobs to do.”

Alterici said the position shouldn’t have been eliminated.

“We should have never gotten rid of it,” Alterici said. “There is too much on the plate of our current staff, who do a fantastic job. The reality is there are a lot of things that they are not able to do because they can’t be in more places than one and there are only so many hours in the day.

“This position will give us the opportunity to make more connections and continue to grow Charleroi.”
