Elizabeth: Municipal authority addresses payment, construction issues

The Elizabeth Borough Municipal Authority board spent much of Tuesday’s meeting attempting to clear up confusion regarding bills and construction projects.

The owner of several businesses and other properties in downtown Elizabeth presented the board with bank statements showing that he’s been paying sewage bills on his properties. The authority will review those statements to determine how best to apply the funds to the property owner’s various accounts and whether there is still an outstanding balance. 

Because the owner paid a lump sum for several properties, the correct amount was not always credited to the correct property, authority members said.

The authority will also calculate tap-in fees for the properties now that some of the businesses have been open for business for at least a year, so water usage over the past 12 months can be used to determine the fees, based on Equivalent Dwelling Units (EDUs) at each structure.

Ken Hillman of Senate Engineering said there still hasn’t been a response from Forward Township regarding the authority’s updated  Act 537 Sewage Treatment Plan, so the plan will be submitted to the state Department of Environmental Protection with the understanding that if any changes are needed involving Forward Township, they will be at the township’s expense.
