Inspector wanted to oversee Great Allegheny Passage project

Elizabeth Township will look for an independent inspector to oversee the installation of 13 miles of pressurized sewer pipe, known as a force main, along the Great Allegheny Passage.
Township commissioners discussed whether another inspector would be needed, since the Mon/Yough Trail Council will have its inspector from Senate Engineering and the township engineer, KLH Engineering, will also inspect the work.
The township will install the line to comply with a consent agreement with the state Department of Environmental Protection and is part of its sewage treatment plan under the Pennsylvania Sewage Facilities Act, known as Act 537.
“Should the township hire an independent contractor to oversee the placement of the pipeline for the Act 537 plan? KLH will have an onsite inspector. Senate will also be there for the trail council and we’ll be paying for that too,” said Commission Chairman Kyle Walk.
KLH President John Mowry said his firm could handle the project for the township.
“We’ve done numerous projects the same size as this, some larger. It would just be an extra expense,” Mowry said.
