Monessen to explore Act 47 process

Moments before adjourning Monessen council’s workshop agenda meeting Thursday, council president Anthony Orzechowski proposed a motion related to the state’s Act 47 Financial Distress program.
Orzechowski, councilwoman Lois Thomas and solicitor Joseph Dalfonso all said the city doesn’t have any current plans to enter into Act 47.
Despite that, Thomas, Orzechowski and Councilman David Feehan all voted to authorize Dalfonso and city administrator/clerk Judith Taylor to “research what all is involved in filing for Act 47.”
The Department of Community and Economic Development administers the Municipalities Financial Recovery Act. Under it, DCED has a responsibility to assist Pennsylvania municipalities that are experiencing severe financial difficulties in order to ensure the health, safety and welfare of their citizens.
