White Oak may borrow $6.2 million

White Oak council on Wednesday held a special meeting to talk to residents about a bond issue agreement the borough is considering.
Only four residents showed up to hear about the possibility of entering into a 15-year, $6.2 million bond issue agreement through Boenning & Scattergood, a wealth management and investment banking firm based in Scott Township.
Council members and residents heard from borough engineer Ken Hillman of Senate Engineering, who explained why he and borough manager John Palyo think the bond money is needed.
He said over the last year, he and his colleagues have been evaluating borough-owned roads and properties and have learned that several roofs, windows, garage doors, parking lots and lighting and heating, ventilation and air conditioning systems need to be replaced or repaired at multiple borough-owned facilities. Hillman also learned that around 35 borough-owned roads are in “immediate” need of milling, paving and storm sewer inlet repairs.
“We have evaluated and graded the 32 miles of roadway the borough is responsible for maintaining,” Palyo said.
“In seeing the results of the evaluations of the facilities and the roads, we are in the planning stages of how we want to evaluate and repair these deficiencies.
“We had specialized engineers research the work that needs done, and when all the smoke clears there are some big ticket items that need taken care of.
“We need some financial assistance to make it happen sooner than later.”
