Fighting eclipses Donora budget progress

Donora council is ending the year in the same way it began — with fighting, yelling and insinuations.

The bickering overshadowed the fact that council made progress on its 2019 budget Thursday night by adopting a preliminary agreement with no tax increase. The group will get together one more time this year — at 6 p.m. Dec. 28 — when it must hold a special meeting to adopt its final 2019 budget.
