Mother, daughter charged with heroin possession

A North Charleroi mother and daughter are accused of drug possession after an alleged heroin overdose at their home in September.
Charleroi Regional Police Officer Zachery Powell said police were called to an apartment in the 300 block of Pennsylvania Avenue for a report of a male who had fallen to the ground.
Police later discovered the unidentfied man was suffering from a drug overdose and was transported by Mon Valley EMS for treatment, an affidavit of probable cause states.
Police interviewed Kali Rubino, 29, and her mother, Lisa Rubino, 49, both residents of the apartment, as part of the follow-up investigation.
